- Preheat oven to 350°F (175°C). Line an 8x8-inch baking pan with parchment paper or lightly grease it.
- In a large bowl, whisk together melted butter and sugar. Add eggs and vanilla extract, mixing until smooth.
- Stir in cocoa powder, flour, salt, and baking powder until just combined. Do not overmix.
- Pour the brownie batter into the prepared pan and spread evenly. Bake for 20–25 minutes, or until a toothpick inserted in the center comes out with moist crumbs. Let cool completely.
- For the mousse, heat the chocolate chips in a microwave-safe bowl in 30-second intervals, stirring between each, until melted and smooth. Set aside to cool slightly.
- In a separate bowl, beat the heavy cream and vanilla extract until stiff peaks form.
- Gently fold the cooled melted chocolate into the whipped cream until fully combined and smooth.
- Spread the mousse evenly over the cooled brownie layer.
- Refrigerate for at least 1–2 hours, or until the mousse is set.
- Slice and serve chilled.
